California's taxes are outrageously high. They are forcing great paying jobs to flee our state. I'm running for the Board of Equalization to protect our Proposition 13 rights and join with working families against tax increases. I support a suspension of the gas tax, which is the highest in the country at 1.18 cents per gallon.
The California State Board of Equalization (BOE) was established in 1878 under the California Constitution. The BOE administers three tax programs that produce revenue essential to our state. The Board hears appeals from public utility assessments and serves a significant role in the assessment and administration of property taxes by issuing rules and regulations, establishing the tax values of railroads and specified privately-held public utilities, and overseeing the assessment practices of the state’s 58 County Assessors.
The assessed value of properties in California, net of all exemptions, for 2021-22 was $7.2 trillion, which includes $7.1 trillion in county-assessed properties and $123.2 billion in state-assessed properties.
I have had the privilege of serving in elected office for the past 22 years on the Board of Directors of the Orange County Water District. I am a licensed Civil Engineer and have used my training to scrutinize the technical and financial aspects of all water district operations. We are fortunate to have a very dedicated and motivated staff that operate our facilities and deliver quality services to our water producers.
In January 2008, we opened a new water treatment facility called the Groundwater Replenishment System. This project is the largest of its kind in the world, and produces 100 million gallons a day of near distilled quality water. That is enough to meet the needs of nearly 850,000 residents in north and central Orange County. With the drought conditions in Southern California, this facility helps to alleviate over drafting of the groundwater basin.
